(a) the funds allocated by the Government for promoting research and development of Yoga and Naturopathy alongwith the achievements made as a result thereof in the country during the last three years and the current year;

(b) the details of the Non-Governmental Organisations provided financial assistance for the purpose indicating the amount granted alongwith the works carried out by them during the said period;

(c) whether cases of misappropriation of the allocated fund to these NGOs have been reported in the country;

(d) if so, the details thereof during the said period alongwith the action taken/ proposed thereon;

(e) whether the Government proposes to take new initiatives to promote Yoga and Naturopathy and introduce a new course for the purpose; and

(f) if so, the details thereof alongwith the funds earmarked for the purpose?

(a) The funds allocated by the Government to the autonomous organizations under the Department of AYUSH namely Central Council for Research in Yoga & Naturopathy (CCRYN) and Morarji Desai National Institute of Yoga (MDNIY) for promoting research and development of Yoga & Naturopathy during the last three years and current year are given at Annexure – I. The CCRYN is undertaking collaborative Clinical Research projects with premier Medical, Yoga & Naturopathy Institutions to establish the efficacy of Yoga & Naturopathy in prevention and treatment of various diseases. The MDNIY has setup five advanced centres for Yoga in premier Medical Institutes, the details of which are given at Annexure – II.

(b) Details of Financial Assistance provided to various Non-Governmental Organizations alongwith the works carried out by them during the last three years and current year is given at Annexure- III. All these are on-going projects.

(c) No.

(d) Does not arise.

(e) The CCRYN has got the land free of cost from two State Governments i.e. Haryana and Karnataka for setting up of Central Research Institutes (CRIs) of Yoga & Naturopathy with 100 beds Research Hospital for promotion of research in Yoga and Naturopathy in the country.

First phase of construction work in Nagmangala, Distt. Mandya, Karnataka has been completed.

First phase of construction work at Deverkhana, Jhajjar, Haryana is under progress.

The MDNIY has launched a scheme namely Swami Vivekananda District Yoga Wellness Centre (SVDYWC) for promotion of Yoga. In the 1st phase, it has already started 100 centres during 2010-11. In 2nd phase, 100 more centres are to be established during 2011-12.

The MDNIY proposes to introduce Advanced Certificate courses in Yogasana, Pranayama and Meditation and also start Bachelor’s Degree Course in Yoga of 3 years duration.

(f) The funds earmarked to each of the two CRIs of CCRYN is Rs.25 Crores. The details regarding the funds earmarked by the MDNIY for the years 2011- 12 and 2012-13 to SVDYWC for new various courses are given below:-

(d) whether the Government has taken/proposed certain steps to popularise naturopathy as a scientific method of treatment; and

(a) There are 14 Colleges for Yoga and Naturopathy recognised by various Universities in the country which are conducting Bachelor of Naturopathy and Yogic Sciences (BNYS) Degree course , as per details indicated below: -

Gujarat – 01 Karnataka – 03
Madhya Pradesh- 02 Tamil Nadu -04

(b) Yes.

(c) A proposal to start 100 bedded Naturopathy Hospital and College by National Institute of Naturopathy (NIN), Pune, an autonomous organization under the Department of AYUSH, is under consideration for which acquisition of land from Government of Maharashtra is under progress.

(d) Yes.

(e) NIN, Pune regularly conducts training programmes for Naturopathy Doctors on Research Methodology. It also conducts Re-orientation Training Programmes; Continuous Professional Development Programmes; and Medical Education Programmes for practitioners of Yoga and Naturopathy and Doctors of other systems of Medicine. It also sponsors One-day Naturopathy and Yoga Awareness programmes and Seven-day Naturopathy and Yoga Awareness- cum-Treatment camps for women, general public and students all over the country.

The Central Council for Yoga and Naturopathy (CCRYN), another autonomous organization under the Department of AYUSH undertakes collaborative Research work to establish efficacy of Yoga and Naturopathy systems in various disease conditions as drugless, free from any side effect and easy to adopt health care system. The Council has also been conducting National Campaign to spread awareness about potentials of Yoga and Naturopathy.

The Council has started construction work for setting up of Central Research Institutes (CRIs) at Nagamangala, District Mandya, Karnataka and Deverkhana, District Jhajjar, Haryana. The Council has also received proposals from other State Governments for setting up of CRIs. This includes Odisha, Manipur and Assam, who have also offered 20, 10 and 15 acres of land respectively for setting up the Centres.

The Department also promotes/ popularises Naturopathy by conducting and supporting educational and training programmes, workshops and conferences, lectures of eminent experts and disease specific therapy programmes.

(f) whether the Government also provides financial assistance to NGOs for research and development of Naturopathy; and

(a) and (b): The Central Government does not register the Naturopathy courses and Practitioners. However, the State Governments conducting the degree course in Bachelor of Naturopathy and Yogic Sciences (BNYS), grant registration to Naturopathy courses and practitioners through their respective State Indian Medicine Board. There are about 1927 practitioners in the country.

(c) No.

(d) Does not arise.

(e) to (g) The Government, through its autonomous bodies, viz. the Central Council for Research in Yoga and Naturopathy (CCRYN) and the Morarji Desai National Institute of Yoga (MDNIY) has been providing financial assistance for research and development in Naturopathy and Yoga through reputed Non-Government Organizations (NGOs) and other agencies in various States of the country. Details are given at Annexure I, II & III. Further, the CCRYN has so far published 10 Research Monographs based on the findings of the completed research projects. The outcome of the research projects is also published in Index Journals through 33 Research Articles.

(b): Mainstreaming of AYUSH is one of the strategies envisaged under National Rural Health Mission (NRHM). Financial assistance is being provided to the State Governments/ UT Administrations for collocation of AYUSH systems including Yoga and Naturopathy at Primary Health Centers, Community Health Centers and District Hospitals under NRHM.

(c): As per guidelines of NRHM, Health Society and Rogi Kalyan Samities have been setup at State and District level respectively. State Government/ UT Administration have been requested to include AYUSH Doctors and Experts including from Naturopathy in these bodies.

(d): Yes.

(e): A proposal to establish Yoga & Naturopathy units at 10 Taluk Hospitals was received from Karnataka. However assistance could not be released due to paucity of funds during 2009-10. This has been processed for sanction during 2010-11.

(f): Morarji Desai National Institute of Yoga has taken steps for introduction of Yoga in Schools, in collaboration with the leading Yoga institutes. One month Training Programmes in Yoga are being held in phases for Teachers selected from each district. The trained teachers have been asked to impart Yoga Training to the students in the district. 283 teachers have been trained till March, 2010. Further steps have been initiated for including AYUSH Systems of Medicines including Yoga in the school curriculum.

(a) whether the Union Government has received any proposals from the State Government of Kerala to upgrade the Government Homoeo Colleges in Kerala including at Thiruvananthapuram and Kottayam for creating post-graduate facilities;

(b) if so, the details thereof;

(c) whether proposals have also been received to upgrade the Government Nature Cure Hospital at Varkala and Panchakarma Hospital at Poojappura;

(d) if so, the details thereof; and

(e) the action taken by the Government thereon alongwith the financial assistance provided or proposed to be provided in this regard?

a) & (b) So far as getting required statutory permission for creating post graduate facilities in the Homoeopathic Colleges in Kerala is concerned, the Principal, Government Homoeopathic Medical College, Thiruvananthapuram vide letter dated 8.02.2006 had requested for grant of ex-post –facto permission to create post graduate facilities in two additional specialaities i.e. Homoeopathic Pharmacy and Homoeopathic Practice of Medicine in the Government Medical Colleges at Thiruvananthapuram and Kozhikode, which were started based on affiliation received from the university without taking prior permission of the Central Government as per provisions of the Homoeopathy Central Council (HCC) Act as amended in 2002. The matter was examined and as there is no provision for providing such ex-post-facto permission under the HCC Act, the State Government was informed that the said request for granting permission for the years 2004-05 and 2005-06 cannot be acceded to as per the provisions of the Act.

Regarding release of grant-in-aid for creating post graduate facilities, only one proposal has been received from the State Government of Kerala to upgrade Government Homoeopathic Medical College, Thiruvananthapuram for creating post graduate facilities. No such proposal has, however, been received in respect of Kottayam college.

(c) No.

(d) Does not arise.

(e) The order of Central Government denying permission for the courses (as indicated above at (a) and (b) was challenged by the State Government of Kerala in the High Court.The High Court had disposed of the writ petition by directing the Central Government to reconsider the application with retrospective effect.The Central Government had filed appeal against the order of the High Court in the Supreme Court. The Supreme Court vide order dated 11-5-09 has referred the matter to the division Bench of the High Court of Kerala for the disposal.The matter is presently subjudice.

As far as releasing grant-in-aid for creating post graduate facilities is concerned, the Government Homoeopathic Medical College, Thiruvananthapuram has already availed grant-in-aid for Model Institutions during the year 2004-05 and as per guidelines, sanction of further assistance is not admissible.

Preventive Health Care Unit of Yoga in CGHS Delhi was established with effect from December, 2007 in 10 Wellness Centers namely; (1) Kingsway Camp (2) NOIDA (3) Janak Puri (4) Nagalraya (5) Hari Nagar (6) Delhi Cantt. (7) Pandara Road (8) M.B. Road (9) Sadiq Nagar and (10) Kidwai Nagar.

Recently, in addition to the above, 10 more Yoga Centres have been established at CGHS Wellness Centres with effect from June, 2011 at (1) Pusa Road (2) Palam Colony (3) Ghaziabad (4) Laxmi Nagar (5) Shahdara (6) Chanakayapuri (7) R.K. Puram-VI (8) Laxmibai Nagar (9) Lajpat Nagar and

(10) Pushp Vihar. All these centres are managed by Morarji Desai National Institute of Yoga in New Delhi.

(a) whether the Government has taken note of the services of some officers continuing their job in Morarji Desai Institute of Yoga, beyond their tenure;

(b) if so, the facts in this regard;

(c) whether prior permission had been taken for the same;

(d) if so, the details thereof; and

(e) if not, the action taken/proposed by the Government in this regard?

(a) to (d): For effective running of the institute, Department of AYUSH sent a proposal to Ministry of Finance (Department of Expenditure) to upgrade post of Director from Rs.12,000/- to 16,500/- to Rs.14,300-18,300/- and creation of 3 Technical posts viz Programme Officer (Yoga, Education & Training) Programme Officer (Yoga Therapy) and Communication and Documentation Officer in Morarji Desai National Institute of Yoga in 2002. While considering the proposal, Department of Expenditure approved the proposal with the condition that selection should be as per recruitment rules on contract basis for the period of 3 years.

The post of Director MDNIY was advertised in January, 2003 for appointment on contract basis but out of 32 applicants, none was found eligible.

Therefore, the recruitment rules were relaxed with the approval of Governing Council of the Institute by making provision for appointment on deputation. As such, the post was advertised second time on 08.05.2004 and again out of 24 applicants, none was found eligible. In order to cope with the problem, the RRs of the post were relaxed further incorporating the method of appointment by direct recruitment/ deputation/ contract basis as no candidate could be found suitable in response to earlier two advertisements. Selection Committee, considering the qualification of the candidates and their actual performance during interview, recommended a panel of two candidates in order of merit and therefore, Dr. I. V. Basavaraddi, who was first in the panel, was appointed to the post of Director until further orders with probation of 2 years.

Dr. Ishwar N. Acharya was appointed as Programme Officer (Yoga Therapy) on the same terms & conditions as for Dr. Basavaraddi. As such, both Dr. Basavaraddi and Dr. Acharya are continuing in the MDNIY and now, they do not have lien in their earlier office.

As above, the posts of Director, MDNIY and one Programme Officer (Yoga Therapy) were filled up until further orders due to non-availability of suitable candidates despite of all efforts made by the Department.

(e): Department of AYUSH has taken action to obtain ex-post-facto approval of the Ministry of Finance for regularization of these appointments.

(d) the steps taken/proposed to promote and popularise these systems and introduce them in hospitals in the country;

(e) whether the Government has taken any steps to protect yoga patent rights; and

(a) & (b): Yoga therapy is recognised system in the country, whereas acupuncture is not recognised.

(c) There are 4 (3 in Karnataka and 1 in Rajasthan) Government Hospitals in the Country providing Yoga therapy.

(d) Yoga is being promoted and popularized by conducting and supporting educational & training programmes, workshops & conferences, lectures of eminent experts and disease specific therapy programmes. The IEC activities of the Government for AYUSH include awareness building about potential of Yoga for health care and management of stress and lifestyle disorders.

The Central Council for Research in Yoga & Naturopathy, an autonomous organization under the Department of AYUSH has implemented a scheme to facilitate establishment of Treatment–cum-Propagation Centre of Yoga & Naturopathy.

Morarji Desai National Institute of Yoga (MDNIY), another autonomous organization under the Department of AYUSH has taken up following initiatives to promote Yoga by setting up:

i. Advanced Yoga Centers in 5 institutes.

ii. Yoga Therapy & Research Centers in 6 hospitals.

iii. Preventive health care units of Yoga in 20 CGHS dispensaries in Delhi.

iv. Yoga Wellness Centers in 100 districts in the first phase and expend the initiative further in 12th Five Year Plan.

In addition, Research & Development projects on Yoga in collaboration with premier Medical & AYUSH Institutions and a project on introduction of Yoga in School Health Programmes have also been taken up by MDNIY.

(e) & (f): The Department of AYUSH in collaboration with the Council for Scientific & Industrial Research has taken up a project entitled ‘Traditional Knowledge Digital Library’ to forestall the wrongful grant of patents by International Patent Offices on Indian Traditional Medicinal Knowledge including ‘Yoga’. A total number of 1,346 Yoga postures have been transcribed in patent compatible format in the TKDL database up to 31st May, 2011.

(a) The following schemes are being implemented by the Department of AYUSH and its autonomous bodies for promoting research and development of Yoga in the country: -

i. Central Sector Scheme of the Extra Mural Research (EMR) being implemented by the Department of AYUSH;

ii. Clinical Research Scheme being implemented by the Central Council for Research in Yoga & Naturopathy (CCRYN), an autonomous body under the Department of AYUSH.

In addition, research and development projects in Yoga are also sanctioned to advanced centres for Yoga in premier medical/AYUSH institutes of the country by the Morarji Desai National Institute of Yoga (MDNIY), another autonomous body under the Department of AYUSH.

(b) & (c) Yes. In order to bring out clarity related with various issues, the EMR scheme is updated to ensure better implementation of the scheme to achieve important objectives so that aims of the scheme are actually monitored and met for furtherance of AYUSH by incorporating specific, meaningful and monitorable deliverables in the Scheme. The details of the updated EMR scheme are available on the website: indianmedicine.nic.in.

(d) Details of Financial Assistance given to various Non-Government Organisations under the EMR Scheme of Department of AYUSH and Clinical Research Scheme of the CCRYN are given at Annexure-I & II, respectively. All these are on-going projects.

(a) to (b): Yes, Sir. The Government has taken a number of measures for promoting the work relating to Research and Development in Yoga in the country. These include collaborative research projects, the implementation of the National Campaign on Yoga, Yoga programmes in Schools, Information Education and Communication (IEC) Programmes as well as Yoga training programmes.

(c): The Government, through its autonomous bodies, viz. the Central Council for Research in Yoga and Naturopathy (CCRYN) and the Morarji Desai National Institute of Yoga (MDNIY) is implementing research projects on Yoga through reputed Non-Government Organizations (NGOs) and other agencies in various States of the country. Details are given at Annexure I, II & III.

(d): No incidence of misuse of funds by NGOs has been reported so far.

(a) and (b): The scheme for Extra-Mural-Research (EMR) in all AYUSH systems including Yoga has been reviewed and modified. Revised guidelines can be viewed at website indianmedicine.nic.in.

(c): The details regarding grants given to the NGOs working in the said scheme for the years 2007-08 and 2008-09 are given at Annexure – I and II, respectively. Performance of these NGOs was reviewed by the Project Evaluation Committee and was found to be satisfactory except in case of one NGO i.e. Ashram Atmadeep (Research Centre for India’s Heritage), Gurgoan, Haryana.

(d): Provision of further grants to Ashram Atmadeep (Research Centre for India’s Heritage), Gurgaon, Haryana has been discontinued.
